OK, you will notice on the real time link I provided that the Alnic MC is at a Dead Stop AND is being given wide berth by surronding traffic as they are advised that she cannot immediately respond to maneuver.

This is Dead in the Water, which can be caused by loss of propulsion or order from a legitimate maritime authority.

Regardless of the reason, because of her inability to quickly respond to maneuver, she is being given the wide berth required of all ships other than rescue vessels. The lack of nearby rescue vessels likely means she has minor damage, few or no minor injuries, and is seaworthy. Therefore, her state is probably due to compliance with the local Maritime authority.
