The three-judge panel said that because HFCs are not ozone-depleting substances, the EPA could not.... Yeah, and neither did R-12. What actually caused the "expansion of the ozone hole" was that Dupont's patent on freon was about to expire.

I don’t get it. Don’t HFCS actually chemically break down when CFCS don’t? I thought that was the point. Protect the ozone layer by using alternatives to N2O and freon. HFCS are flammable though.
