He’s not trying to stop them per se, he’s just giving them public notice so when it comes up again, but with actual legal repercussions, California can’t claim they were completely unaware of it.
They need a Voters Rights Act of 2017. Congress needs to do its Constitutional duty and guaranty that CA has a “republican form of government.”

Keeping in mind that the percentage of ‘registered’ voters in any district is far below the number of ‘eligible age’ for voting - and those numbers are staggering -
What is the average percentage of registered voters per eligible to register? Is it even 50-60%
Possible explanations: LA and Frisco could be result of college population. Now can research be done to see if students are double voting at home. That can and should be done. SD can be result lf military population in the county who vhoose not to vote absenter but are not residents ofHtge county.
...and note that ALL of the listed areas have Hispanics living there.
I wonder if they take military voters in account.
I vote legally in one of those counties, but I have not lived there in several years.
Around military bases, there should be lower than expected numbers of voters based on the voting age population.
Not to say that there is not a problem with illegal voting, but I would hope that all of the legal voters are accounted for, especially those who must vote absentee.
