Imperial (102%), Lassen (102%), Los Angeles (112%), Monterey (104%), San Diego (138%), San Francisco (114%), San Mateo (111%), Santa Cruz (109%), Solano (111%), Stanislaus (102%), and Yolo (110%). The letter notes that the percentage in L.A. Country may be as high as 144%.
Um, this is much worse than these numbers indicate. These percentages are based on number registered over number of people over 18. That's assuming EVERY SINGLE citizen in those cities is registered to vote.
According to
this site, 67% of eligible citizens across America are actually registered to vote (this includes all the dead people/movers and stuff that haven't been removed), and 55% actually voted. Most places have 2/3 of their people registered, NOT every single one of them! (Much less more than every one..) I find it hard to believe that's real. I'm guessing more than half of those registered to vote in these cities are either dead, fake, or no longer live there.

Per my post above, 2016 had a percentage of about 67% across these US. Their numbers, however, do include all the dead/fake/old/etc registrations, so I’m guessing it’s closer to 55% or so.
Either way, it’s a near statistical impossibility to have every single voter in a place registered to vote. It just doesn’t happen.
