The man was accustomed to far greater power in the private sector, so to me that’s not a plausible explanation. It’s either his personal life had a detrimental effect upon him or for whatever strange reason, this was the desired outcome.

I think that is what he was brought in for. I also think the fact that he is in the middle of a divorce has something to do with it.
