City proper is pretty meaningless and irrelevant in an increasingly metropolitan world, but in any case Seoul isn’t that big. City proper of Seoul has about 10.3 million. New York is approaching 9,000,000.
According to Wikipedia Seoul’s metro has grown to over 25,000,000 with New York at 24,000,000. Seoul’s slightly bigger but not anywhere near 3 times bigger.
They’re both REALLY BIG.

We do not have 250,000 bombs that we can simultaneously drop on every single Nork emplacement. This would require precision munitions to ensure the target is destroyed if you are allocating one per tube/rail/etc.; Boeing has made less than 325,000 JDAM kits to date and more than 150K have been expended or sold to other countries. We don’t have the ability to deliver any more than a small fraction of those at any time, either.
Where do you get the number 250,000? I am reading their entire army has 8,600 artillery pieces and 4,800 multiple rocket launcher systems. I can’t see how that adds up.
A “message” would be one drone—even if unsuccessful at taking Kim out.
You are absolutely right about not going to war over this. I don’t think it will be. Take everything else into account, especially the last missile that hit next to Japan. The longer the psychopath is in control, the more time he has to practice.
