You are exactly correct. To career government job holders, Trump is a 4-8 year storm they have to out-weather.

No President can highhandedly accomplish anything, without the willing help of hundreds of thousands of employees of the Federal government.

If they decide not to perform their jobs, very little will get done, and in the time it takes to clean that mess up, 4-8 years will pass, easily.
