The pompous, perfumed panjandrums of the U.S. Congress - House and Senate - always find ways to exempt themselves for the consequences of the legislation they inflict on the American public.

Another candidate for an amendment to the U.S. Constitution: “All laws, rules, and regulations passed by the Congress or enacted by the Executive Branch shall apply equally to all parts of the Federal government. No waivers or exemptions to such laws, rules, and regulations for persons employed by or serving the Federal government shall be permitted.”

Or words to that effect...
