GOP amendment would give $15 billion to insurers for high-cost patients

An amendment to the GOP's repeal plan would dole out $15 billion to insurers over nine years to help cover the costs of sick, expensive patients.

Lawmakers say the new funds would bring down premiums for healthy people by subsidizing medical costs for people with especially high expenses.

Under ObamaCare, insurers are required to charge everyone of the same age the same amount for premiums, regardless of their medical history or conditions.

That means costs are spread out among healthy and sick people, and insurers would essential pass those costs on to healthy people. The $15 billion would help subsidize those high costs, but the amendment doesn't lay out how the money would be distributed but leaves it up to the Health and Human Services department.

In 2020, the administration of the program will be handed over to the states.

"I believe what we've written here helps us mitigate their need to stay in the healthcare system but also mitigates the extra costs that have been transferred to other folks trying to buy healthcare coverage," said Rep. David Schweikert (R-Ariz.), one of the sponsors of the amendment.

The idea, modeled after a program in Maine, appears similar to the "reinsurance" aspect of ObamaCare for its first three years.

Shove the sick on to the public rolls and continue to sell insurance to the young and healthy.

That is just going to increase the public approval numbers for single payer.

If I’m an insurance company and I’m not required to enroll people with pre-existing conditions, then subsidy or no why would I want to? My liability is unlimited. My probability of paying out far more than I get in premiums is near 100%. I’m going to lose money without a subsidy which may or may not be enough, and which can be repealed at any time. The insurance company would be foolish to do so, which is why the pre-Obama high risk pools were all run by the states.

Why? What if they can pay? Why am I as a tax payer hit with a bill for a rich person with a pre existing conditions You do see the kick backs coming to these law makers from insurance companies , dont you. These people need to go to a high risk pool and THEY pay high risk premiums. After they exhaust all resources then we can subsidize.That aint no 15 BILLION!! We are broke. We don’t have 15 billion for new debt. What happens to the credits we hand out for oremiums for some people to buy their insurancee? Do we buy then a car? a new big house? How about some nice baggy pants? Where in the constituition do I have to pay for someone elses’s stuff? This Stinks!! FREE MARLET NOT COMMUNISM!!

Well, that should fix everything. My only question is, why didn't they use some of this free money the first time around and save everyone all this drama?

Make it $45 Billion. You just KNOW costs are going to explode. Politically-connected, crony capitalist insiders are good at that.

Also, just watch as things like "pregnancy" or transgenderism become "pre-existing conditions"

GOP amendment would take $15 billion from responsible taxpayers to spend on high-cost patients - fixed it

If they're sick it's a shame, but why should that be my problem?

I think a lot o politicians mean well, but the “sh** sandwich” they are working with has no human solution. The whole system is just too far gone. Any real solution would result in such draconian asterity for so many people that the politicians would be,, at the very least, tarred and feathered. And it’s not just about health insurance. And it’s not just the US.

A planetary financial system based on fiat money is destined to collapse. It’s not about “if”. It is about “when”. And “when” is coming very soon.

This is why I moved to my 32 acres in KY in 2011. The writing has been on the wall for a long time, and it is getting blindingly bright.
