IIRC she’s previously stated that Article 50 is going to be invoked in March.
This speech isn’t a declaration of Article 50. It signals that May’s cabinet has been clearing blockers and successfully reaching out to new trade partners.
The agreement will have to go to Parliament for a final vote because of Constitutional requirements that rights can only be removed by a positive action of Parliament - e.g. a vote. It’s not her choice: that particular spoke was introduced by the Europhile UK Courts.

I cannot help but wonder how many Remain voters opposed Brexit do to all the fearmongering from those claiming that Brexit would kill the economy.
Tuned back in again... Still kissing the EU’s derriere. Wants the EU’s success again, then Britain’s. Nice that the UK mention came second. There us nothing newsworthy so far.
Seems to me what Britain really needs is a formal Bill of Rights. That might take care of a lot of this. If so, feel free to crib ours :-)
The so-called “Project Fear” was a huge part of the ‘Remain’ or ‘Stronger In’ campaign.
They warned us of dire consequences for months and months. The 8% drop in the pound right after the vote was due to their scare-mongering.
But fear was all they had. With trade partners lined up around the world, their warnings of economic doom are looking increasingly threadbare.

You know what Mewzilla, that is an excellent point.
Our 'unwritten' constitution (based on centuries of case-law) is vastly more healthy than the EU's ludicrous hodge podge of special pleadings.
But it would be really useful to know what's actually in our Constitution. That is a real drawback!
I guess there may be some advantages (in having a formless Constitution defined by precedence) that I'm just not seeing.
And certainly any Bill of Rights that we tried to create today would become a vehicle for leftwing polprop.
But I agree: the clarity of a written BoR and Constitution is a huge strength.

There are some underpinning documents, such as a Bill of Rights from the 17th century, and of course Magna Carta.
I guess I shouldn’t have used the expression ‘Case Law’, as the primary driver of the UK constitution is the composite effect of Acts of Parliament.
That is the essential stroke of clarity, or genius, that distinguishes America from all other countries on earth.
The UK's contribution to the health of the world is the Common Law, one precept of which is that the Law is above even the King.
The EU have neither the American discovery of the true role of government, nor the tradition or instinct of the common law. This is why they generate despot after despot, and why they slide into Reich after Reich.
