For the past decade, one of the Houston Independent School District's biggest goals has been to reduce the "over-identification" of African-Americans in special education.
District officials have talked constantly about how black students in Houston, as in the rest of the country, are more likely to be placed in special education services than white students.
But dozens of current and former employees said the initiative has made it difficult for them to obtain special education evaluation and placement for students of all races.
African-Americans in Houston are actually less likely to receive special education services than students of any race in almost any other big city in the United States, statistics show. Houston's overall special education rate of 7.26 percent is virtually last among the nation's 50 largest cities and less than half those in Boston or New York.
HISD's focus on the over-identification of African-Americans has also been called into question, according to education experts, by recent research showing that African-Americans are more prone to disabilities because they have higher rates of premature birth, fetal alcohol syndrome, malnutrition and exposure to toxins such as lead.
And in concentrating on the over-identification of African Americans, the district hasn't addressed the lower rates among other groups, especially Hispanics, who are less likely to get services, according to district data and records.

In reading the article you se this is a bad thing. Bad.
School officials want to reduce the over-identification of black students. But why?
The article doesn't say. Perhaps HISD officials are racist and don't want to put black kids who need Special Ed in those classes?
Nahh.
So, liberals believe that special education is a good thing; that students in such programs are getting the help they need.
But, it’s racist if too many students of a certain group are in special ed.
But if we restrict the numbers of students in special ed based on race, then some students of a particular race or ethnicity will not get the benefit of such programs.
I’m sure liberals have some explanation for how to proceed. It sounds like they want to evict numbers of black students from programs they could benefit from, because it’s racist to have them there. What the heck????
As I see it, the “problem” is rooted in the inability of liberals to use reason and logic, instead substituting their “feelers” as justification for their painfully obvious clueless choices.
It’s like affirmative action for college students. What is important is not what is in the best interests of the students but what makes the administrators look good. Virtue signaling.
Nailed it. Can you imagine the fall out school officials had to face when they saw 3-4 times - per ratio - more blacks in Special Ed than white or even Mexican Americans?

Berkeley, CA, figured the skin-tone mix of its AP classes wasn’t right, so they eliminated program, short-changing the ones with more brains, talent, or plain perseverance.
Amazing how many people, especially in the government, are utterly incapable of considering the possible real-world consequences of their actions.
