I am not sure the video supports the claim being made. Yes, he was in the chair, but that he was secured is not at all clear. I got the impression that it was his refusal to allow them to put the restraints on him that they regarded as "resisting."
Too many officers are blocking the view to determine if he was actually restrained or not. I find it hard to believe that they would hit him if he was in fact restrained.

There are some police departments where it is acceptable practice. A friend of mine left when he refused to ignore or help cover up something similar as described in the original post - only worse.

He should have comported himself decently enough where he didn’t need to be restrained. I’m not convinced this was any or all his fault by any means. None of it may have been his fault.
We’ll see how it plays out.

I just watched the video and this is pure bs. I concur the video does not show squat other then the officers trying to get him into the restraints.
Strange that people think its ok to resist the booking deputies even after they have been arrested.
