The Obama administration rejected the Bush doctrine completely, ended enhanced interrogation in 2009 through an executive order and has been treating terrorism like a criminal problem, rather than warfare, for years. Terrorism around the world has skyrocketed during his tenure and the reckless pullout from Iraq allowed ISIS to emerge.

That would have been bad enough; what Obama actually did was treat the fight against Islamic terror like a criminal problem and the Tea Party movement like terrorism.

Yes, that’s all well and good, but the wealthy, corrupt, Sunni-superiority Islamo-fascists who pull the strings of jihadi terror still rule in Saudi Arabia, apparently with the support of much of the US establishment.

Taking out Saddam, the proxy war in Syria and support of their invasion of Yemen are all to the advantage of the Saudi ruling family.

LE is simply disfunctional under terror attacks because LE is directly targeted and thus cannot focus on crime fighting but fighting a war.

It is a complete euphemism to say we wont involve the military against terror when we then turn LE into an instrument of war and military, doing both jobs of LE and war... something illegal, by the way.
