H1B started in 1991. Initially, 45000 per year , Bill Clinton moved it 65000 per year. Bush 43 moved it to 125,000 per year. Now its 65000 per year. Every year quota for green card are based on country. India waiting list for Job based Green Card are from 3 yrs to 8 yrs.
Average Green Card process for Indians are from 3 to 12 yrs.

Sadly not 100% true. The Tamil Tigers invented suicide bombing and were a major terrorist problem in Sri Lanka before being finally defeated in their civil war. I never had a good feel on how much of their complaints were based on religion as opposed to ethnic, but most of the Tamil people are Hindus. But still, as a generality, the proportion of dangerous whackjobs is much lower in Hindus than in Obama's friends.

Both Hindus and Sikhs have been among the most successful immigrant groups in many countries around the world (as are Jews and Chinese).
One of the major reforms which were proposed in Trump’s immigration speech in Phoenix, was to move away from the current system, which emphasizes family relationships and deliberate quotas for poor and those from poor countries, toward a point based quality system (like most countries on Earth). Young, healthy, rich and highly skilled/educated immigrants would be prioritized - those who contribute the most to the economy.
