Agreed. Who is going to say ‘no’ to a peaceful protest if it belps calm things down? They would find out ahead of time where they could protest, but probably a place where these protests take place on a regular basis. It does seem obvious that there has to be a connection between the leaders and the shooters, even if the shooters kept their plan to themselves.
