In fairness to Sean Penn, he’s probably best advised to keep a low profile these days since he (unwittingly) aided the capture of El Chapo.

Also: It’s reminiscent of Paris in the 1860’s where people would line up at a sewer to catch rats to eat; one person gets their rat and leaves and the line moved up.
