White House Version – President Obama has initiated an enhanced transition of power process through an executive order directed toward the assembly of a cross functional transition team from all cabinet members.
Regular Speak Version – In case Trump wins this thing we’d better have an efficient process in place for shredding the evidence, and keeping all executive leadership from prosecution.

The Presidential Transition act was passed by Congress—as many of us recall, the branch of government that is supposed to actually make laws—in 1964 after the death of John Kennedy.
Is he trying to `piggyback’ onto the act what he wants, again, trying to legislate by EO?
So, is Obama so arrogant that he actually believes the end of his (ignonimous) too-long tenure will be equivalent to the confusion that followed 11/22/1963?
Does he think he can mortgage (`dead hand’) the office of the presidency with more of his directives?
Although Trump will expect briefings from the department of Defense the first week in November, and as time allows from agencies he is planning to mothball, through attrition or however he plans to do it, I expect he will give this latest EO the respect it deserves, during the period following the first Tuesday after the first Monday in November until January 20, 2017, and on January 21st, it and all copies of it will then be placed in Capitol building washrooms.

Executive orders are part of the official U.S. government record. They may be hidden but never erased or eliminated.
Even the President is not allowed to hide permanently ALL of his government's actions during his tenure.
I have seen a complete list and description of Omugabe's Executive Orders; they are numbered sequentially, and I don't think the benefits of "executive privilege" can ever be interpreted as the benefits of "Executive Criminality."

It was carefully planned for continuing the construction of the Clinton Criminal enterprises, first through the election of Hillary, continuing, eventually, with the candidacy of Chelsea.
Of course, adjustments had to made on the fly by the unexpected:
The midterm elections of 1994.
The unexpected second term victory of Dubya, in 2004.
Finally, the loss to Obama in 2008 further set the plan back 8 years. To 2016.
