Seriously, what is the deal with the gibberish that substitutes for apostrophes when cutting and pasting text? Why can't it be fixed? It makes many posts virtually unreadable. Sorry for the rant, but I have not seen it discussed to any degree and it just seems to be accepted. Can someone please explain this issue and why there is no resolution?

Not sure but I think the guy in question is JR’s son, I could be wrong, but if that is the case, sacking is out of the question.
There is no excuse why a bit of code cannot be written to take anyone’s input post, replace the smart quotes with dumb quotes and then post it. A middle school first year programming student could write the code. It’s an embarrassment that this is still not fixed.

Agreed. Which is why I mentioned WP. There have been numerous attacks on this site by hosts of hackers and they have managed to do considerable damage from time to time. While the damage has been fixed, some of the fixes may have created the character problem.
As I recall the last big attack involved blocking some browsers or redirecting them with a warning that this site contain malware/virus. This effected windoze users heavily with all their anti this and anti that software installed to stop their PCs from being corrupted, hacked, hijacked, and gd knows what else.
WP stops all that. and is up dated to fix any new problems. But the rub is transferring the data base intact which is supposed to be easy and sometimes is, but more often not and is better to start over - something that JR & Co may be loath to do as everything prior will be lost for good, not to mention the down time unless they have a new server they can test the thing out on before going live. That is a lot of man hours and the $88K, despite the size, may not cover the expense (WP is free).
I just used that. It works great. Even kept the html intact.
Apostrophes matter.
It shouldn't take a lot of development time to insert some code that goes "Scan each character of the posting. If the character is one of the troublesome characters, replace it with the best corresponding 'dumb' characters".
Really. I'm increasingly convinced that FR is not being actively maintained.

I think you are probably correct. Where is the donation money going?
Believe me, as an experienced web developer of many years, it is NOT an issue outside of this site, nor does using 3rd party tool constitute a fix. This is something that the maintainers of FR need to deal with.
I didn’t mean to be harsh with you, but I’ve seen people brow beaten for not using a 3rd party tool to run their article through before posting here, as though that’s some kind of actual fix for this problem.
The only real fix for it, lies with the maintainers of the code for this site and they don’t seem to be doing much to tackle the problem.
Best plan is to describe the article in your own words, and just post the link.

This is JR's property. His home. He lets you in as a guest. He owes you nothing.
So you come into his home, as a guest, and he serves you filet mignon, and you're pissed it's not lobster and prime rib.
The temperature is set to 70 and you're pissed it's not 72, or 68. Your fork is on the wrong side of the place setting so you trash the person providing the meal, the table, the home.
If I was JR I'd ban you so fast your head would spin.
