The personalized letters target individual Iowa voters and identifies them as having failed to vote in prior elections. They are admonished and then encouraged to vote this year. In addition the letters identify the neighbors of the voter, and provides their voting history.
The text reads:
"You are receiving this election notice because of low expected voter turnout in your area. Your individual voting history as well as your neighbors' are public record. Their scores are published below, and many of them will see your score as well. CAUCUS ON MONDAY TO IMPROVE YOUR SCORE and please encourage your neighbors to caucus as well. A follow-up notice may be issued following Monday's caucuses".
In an effort to shame the recipient, the notice also informs the targeted voter their neighbors have also been notified of the recipients poor voting record.

The narrative of the Trump folks is to shame people into supporting Cruz.

This sticks out for me. The Cruz campaign guy who left said Cruz never prays unless there are press people there. Maybe he is imploding because God knows he is a fake.

I get one every month from the power company but it shows "similar homes in your neighborhood", not names or addresses. I used to get a little alarmed to be in the middle until I reasoned that in the summer I have a pool filter going besides the a/c, attic fan and dehumidifier, and in the winter I do not have an oil or gas bill (electric heat).
Now I take it that I am doing pretty good and toss it.
And the IRS doesn't send mail to my neighbors suggesting that I cheated on my taxes.

This is truly despicable and should be immediately addressed by Cruz.
I agree with others who are theorizing that this could be why 6 staffers quit yesterday.

UPDATE 5:00am: It looks like Howie might have found the culprit within the Ted Cruz campaign. A guy named Christopher Larimer works for Ted Cruz, and previously put a stunt like this together in Alaska. As outlined in a 2014 PBS article:

Yeh, that is kind of a low thing to do and a little dirty for Cruz. That’s disappointing.
However, if you’re that undecided, that this kind of thing would sway you to vote for someone else, than you probably don’t have strong convictions and weren’t planning on voting for Cruz anyway.
IMO, if I got one of these, from Cruz, I’d think, hey, my neighbors suck at voting. But I’d still vote for him. It’s called campaigning. And I don’t think it’s “shaming” people into voting at all. It’s just shining a light on the fact that people should be voting. It’s all of OUR responsibility to vote. And those who don’t vote, are helping the country go to the crapper. People in other countries die, just to get a chance to vote, and some countries don’t let their citizens vote. But we have that right, and then don’t use it? Imagine if voter turnout was 100%? Imagine if the population was involved in truly making the decisions of who gets elected and who represents us....
I see the Cruz campaigns point of these mailers, but it is a bit tacky. But what election campaign, isn’t?

No one can deny that I’ve been (and am still) a support of Cruz... but this was tacky, at best, and crass/rude, at worst. I sincerely hope Cruz fires the people responsible, and apologizes for this.
Son you are in denial. The Cruz campaign admits sending out the VOTING VIOLATION mailer saying they think its a good idea.
