BERLIN â The mayor of Cologne has inflamed a debate in Germany about migrants and sexual harassment by suggesting that women can protect themselves from men on the streets by keeping them more than an an armâs length away.
The remarks by the mayor, Henriette Reker, were made Tuesday to reporters after the Cologne police said they had received more than 90 complaints of robbery and sexual assault, including two accounts of rape, by groups of men who targeted young women in and around the cityâs main train station in the crush of revelers on New Yearâs Eve.
By Wednesday, Ms. Reker was being widely ridiculed by commentators and across social media for putting the onus on the victims of the attacks.
âIt is always possible to keep a certain distance that is longer than an armâs length,â Ms. Reker told reporters on Tuesday, suggesting that city authorities would provide guidelines for young women who find themselves surrounded by aggressive men attempting to grope them.

She's probably usually surrounded by a phalanx of armed guards. She does not understand why the 'little people' have these kinds of problems. They must have brought it upon themselves.

I’m surprised the Times is even reporting this. I couldn’t believe it this morning when I read how this German mayor and her city authorities had responded: by issuing what they called “Rules of Conduct for Women”.
Totally amazing. And none of the feminist groups, except for one that came out with dumb posts saying “No to Sexism, No to Racism” (in other words, don’t blame the Muslims), have even responded.
The German populace, on the other hand, is quite upset.
This is what weak FEMININE leadership gets you.
Look at Germany, Denmark and Norway and see the feminization of their leadersip and their military.
