Cruz has supported RFS consistently. What he doesn’t support is Federal subsidies for it. He’s been clear, and as always, completely consistent.

Not necessarily a flip flop, he has always stated that the ethanol makers should have a fair shot at the free market,
However the government is taking up policies that limit the growth of ethanol, while at the same time artificially propping the market up. Cruz has said that the government needs to stop doing so, and get out of picking winners and losers, that doesn’t mean that if there is a market for ethanol, it shouldn’t be made.
