The content is allegorical. What is the dance, and who is the true love? It's a look back to the Old Testament, interpreted as Christ and the Church, or Christ and the soul. In Cornwall, where William Sandys picked up this song, there existed a tradition of mystery plays. The speculation is that all in attendance would have sung this at the end of the play, and the words were transmitted orally through the years.
