It reckons that it needs at least two and a half trillion dollars of climate finance over the next 15 years, or $167 billion annually. Hillary Clinton’s $100 billion is just the beginning.

That IS how it works... If you have doubts, add up all the ‘relief’ money given to Africa in the past 10 years. It’s enough to buy every citizen a car and an in ground swimming pool....
