Authorities are responding to a report of 20 victims in a shooting in San Bernardino on Wednesday.
The incident was reported in the 1300 block of S. Waterman Avenue (map), according to the San Bernardino Fire Department.

I think the chances of finding 3 psychopathic non-hispanic white guys who would be able to coordinate plans for a mass homicide and not have one inform authorities about the other two in a primarily black/hispanic town are fairly low.
We can probably exclude jihadists because they couldn't find San Bernardino on a map. That leaves drug gang violence or "workplace violence". (Or the "3 white males dressed in military gear" were part of the SWAT team.)
Of course not. We know nothing for sure. I do, however, postulate ISIS. White guys sure wouldn’t do this, unless they were Nazis, and there’s only a handful of those.
3 shooters reminds me of Paris, you usually see in these types of mass shootings one lone nut, but three, to me this sounds like terrorism, if it was a disgruntled employee why would he need two other guys to help him kill

Yes its a social services office and also has an adult education building that helps the disabled
