I seem to recall the worst ever excuse for a president said some time ago that ISIS was contained?

I seem to recall (I'm getting up there in years and I only have a public education) that the most unqualified and inept president in history said some time ago that ISIS was contained.
If that is the case, what was the purpose of the most recent proclamation? And, as is obviously the case, if the first victory lap wasn't true, what is to say that this one is???

He knows a percentage of Americans will buy his lies, while the press will not report on anything that contradicts him.
Well usually at any rate. I guess they couldn't ignore the terrorist attack on Paris.
While one member of the press called him on it the very next day he uttered his les, and the day Paris was hit by terrorists, he seemed agitated that he had to respond.
