I support Cruz doing this but I think it maybe challenged by Obama the pro Muslim on the grounds that Foreign Policy power lies in the executive branch.
There is a real problem here as I suspect Obama IS a member of the Muslim Brotherhood, sooo, if the Brotherhood is designated to be a terror group, Obama would be a terrorist.
