Here's a completely constitutional gun-control measure Congress should consider: Establish a robust national militia, mandating that every gun owner become a member. Failure to register with the militia should result in serious jail time.
In the obvious interest of knowing the quantity and quality of arms available to the militia's purposes, all members should be required to inventory all of their personal arms. Failure to do so should also warrant significant jail time.

The second Amendment was not part of the deficient US Constitution at ratification. The Bill of Rights was ratified on December 15, 1791.
I believe that the article’s author was on the right track. The US SHOULD establish a well regulated militia.
Every person of fighting age should be required to possess weapons suitable for the national defense. The militia members should be encouraged to maintain a hidden cache of weapons and ammunition, they should be schooled in tactics and also schooled in the Constitution so that when they are sworn in as members of the well regulated militia, they know what they are defending.

No. I would predict that within 5-10 years we will have militias, neighbors helping neighbors be safe in their homes, as common.
I think it’s an informal thing now, many of us know our neighbors, know who have guns, and know who would be willing to fight with you to protect family and property.
YES - federal law already defines the militia. Know it or male American citizens aged17-45 already are LEGALLY part of the federal militia. States can have militias too and here’s what the Constitution says about the militia...

The states cannot disarm the citizens because that would remove the militia resource from the fedgov - therefore the 2nd Amendment.
Many here really do not know their American history. Militia service was not voluntary guys - at least for my ancestors on the frontier during the Revolution.

The American militia, unorganized and organized, trace their legal existence back to the days of the Anglo-Saxon kingdoms before the Norman conquest in 1066 and farther back still to the ancient civilizations who had citizen armies. During the American colonial period and after the American Revolutionary War, every able bodied citizen was required to purchase and maintain arms in the form of a poleaxe, halberd, body armor, and/or a long firearm as a member of the colonial militia. The laws still exist today, but no longer with the law mandating the purchase of the firearm and ammunition.

I’ll give the author credit for an interesting idea, though his plans for jail time and gun inventory are non-starters. But there is a nugget or two in his screed.
Article I, Section 8 gives Congress the authority to “provide for organizing, arming, and disciplining” the militia, although the States themselves appoint the Officers and have the authority for training the militia under the rules set by Congress. All well and good. So I can expect prompt delivery of my M4 with grenade launcher?
Right now, our “organized” militia (e.g. National Guard) is little more than the Army Reserve and the “unorganized” militia is a joke. The “Militia of One” concept is nice, but you have to admit there is strength in numbers. When (not if) the SHTF, hundreds or even thousands of lone gunmen won’t get much accomplished, I dare say.
Do I trust ANYTHING coming out of Washington where guns are concerned? Abso-friggin-lutely not! But would I feel differently about meeting once a month with some of my armed neighbors, under the leadership of a LOCAL commander?

Too bad the Brits did not think of registration of arms in 1775. The could have avoided Lexington and Concord on April 19, 1775. Of course, as it were, they were out to confiscate the militia’s depot of arms anyway.... instead they could have simply rounded up the individuals patriots piecemeal.

The identities of the Minutemen were kept secret, so the British would be unable to single all of them out. The British could not arrest all of the members of the colonial militia, because it would have meant imprisoning every able bodied teenage male and older in the colony, leaving a wrecked British economy reliant upon British-American exports and imports.

Membership in the militia was mandatory and always had been mandatory in England and the American colonies. The phrase being discussed in the Second Amendment simply acknowledged the already existing militia required the continued possession of arms, as already required by law, to not be infringed in order to fulfill their traditional duties.
Problem: The federal government takes the invader role, and the militiamen become the insurrectionists. Gets sticky then.

100 million gun owners, nationally, translates into 85 million getting “serious jail time”

Didn’t some ancient Greek tyrant do this? He called for a meeting of all armed men, had them store their weapons in a temple while the meeting was in another place. After the meeting was over, the people found the tyrant had sent armed guards to seize the temple and weapons.
“Well-regulated” means “well-equipped” or “well-armed.”
