The obvious answer is to dumb down their standards (for blacks anyway) and allow felons to join the NYPD.
Then they can understand both sides of the criminal justice system...
It is not because they spent time in jail, it is because they can’t read well enough to pass a simple test!
So the issue isn't that they were breaking the law, only that they got caught. With high standards like that, what could possibly go wrong?
That should do it for Bratton. That’s equivalent to then Havard president and Fed chairman candidate Larry Summers saying that women being under-represented in the sciences was due to natural differences from men.

Leftists will cite the high level of black incarceration as evidence of violent white racism. It will become foundational PC dogma. White cops will be dispensed with, one way or another, to be replaced with the millions of criminals pardoned by Obama. The anti civilization forces don’t want black cops in black neighborhoods they want black cops in white neighborhoods.
The solution to this problem is fairly easy. Do a minority veterans outreach. Actively recruit minority veterans, and offer them perks based on their military service. Trying to recruit from civilians is difficult, which even the military knows, but if they have made it through military screening they should be prime candidates for police recruitment.
Importantly, the NYPD needs to “grease the skids”, for example getting them good quality housing that comes with the job, and while de Blasio doesn’t like it, get their kids quality private schooling. Get civilian jobs in the NYPD for their spouses, if they want them.
Flooding the NYPD with minority veterans would actually represent a crack down on minority troublemakers, as veterans usually have little tolerance for their antics. So these troublemakers would be more than a little surprised.

This would make the unchecked cop hating scum on FR very happy. Besides, Obama wants his own handpicked federal police. Maybe it would be cool if we were more like Mexico and a few other countries — no cops, just a civilian army.
Perhaps NY should go straight to our southern border and recruit the wetbacks as the come across the river. There will be no shortage of applicants and heck, maybe we will get back some of our own guns from the Fast and Furious days.
