U.S. Representative Mike Rogers (R-Alabama) made headlines recently when he introduced an amendment to the National Defense Authorization Act of 2015 (H.R. 1735). The amendment allows for the transfer of surplus 1911A1 handguns to the Civilian Marksmanship Program (CMP) for sale to the general public.
Last week, in response, the U.S. army released a white paper voicing concern over this amendment and claimed that there would be potential negative impacts on public safety from the large amount of semi-automatic and concealable pistols that will be released for public purchase. These concerns included the traceability of the firearms after sale, and the applicability of the Gun Control Act of 1968.
Public safety concerns revolved around the fact that there is no statutory requirement or record keeping obligation for CMP, which could make it difficult for federal agencies to track some firearm transfers, once they are completed.
As John Richardson of No Lawyers Only Guns and Money notes, though, the Civilian Marksmanship Program has stringent standards that must be met by an individual before they can acquire a firearm from this program. These firearms are not released to any person who inquires they must be non-prohibited persons and meet CMPs eligibility requirements. . . .

It is the usual chicken shit “White Paper” which has NO authors willing to sign their name(s). However, it appears that a significant portion is based on the input of the anti-freedom and anti gun E. Holder staffed DOJ based on the content:
"...Concerns: The Army and DOJ have concerns with this amendment and believe additional study is necessary. Specifically,... DOJ has informally conveyed to the Army that it opposes the amendment..." Perhaps someday the US Federal Government will realize and act upon the fact (as have the Swiss and Israeli) that the best national defense and crime deterrent are well armed and trained citizens who know right from wrong.
These same guns are already available, and easier to get than in the CMP so the Army’s “concerns” are a moot point

In the distant past, surplus firearms were considered PUBLIC PROPERTY as the taxpayers paid for them. The firearms were then sold to the highest bidder when no longer needed by the government.
I acquired a Norinco M of 1911A1 in 1992 & liked it so much I bought two more before the Clinton import ban in 1994. Each cost $250.
Replaced the grips, hammers & mainspring housings with G.I. parts. Tight & shoot like a dream. I remember issue M1911A1s as a tanker in the 1970’s; they were pretty loosey-goosie.
Any 1911 pattern is expensive these days. Must mean it’s a classic design. Nothing yet on CMP website about 1911s. That Army idiot sounds more like Charlie Schumer than any kind of officer.
A 1911A1 is readily concealable in a Speedo if you are Enzyte Bob.

I have read some of the liberal complaints from the Internet, and; as usual the lefties who are doing the damn bitching have not read the eligibility requirements that also include-AN FBI background check NCIS! Now it is the Obama admin that is against this. The BS about gang bangers getting guns is BS unless they can walk into a firearms store and pass an FBI NCIS.
There’s no letterhead or other evidence of the source. I doubt the honesty of the author’s allegation against the Army. We’ve been seeing more defamations against our defense and veterans over the past year or two from political socialists posing as conservatives.
This clown of an officer has not read that most approved groups are Vets like the DAV, MOPH, AL, etc.

Hahaha... 1911 was crew weapon for tankers, along with grease guns. I remember having to qualify with random issue from armory. The barrel rattled around in the slide. It would have been more accurate as a thrown heavy object. Somehow I qualified expert. I own a S&W M&P Compact now. Sweet.
