I think that the word "there" and the verb is conditioned by what follows.

"There" was a fire and...

"There" were two banditos coming at me and...

There is probably a rule on this but I'm way past remembering specific grammar rules.

Add abolishing the minimum wage to that superb list. Once the marketplace is free to set costs for workers, the American economy will flourish. Meddlesome government regulations and enforced wages are killing corporate profits. As a shareholder in a number of companies, I see the dividends decreasing due to the central government getting involved in private enterprise. I think that Ted Cruz, a proven pro-business leader will put an end to such nonsense.
