Prime Minister, Binyamin Netanyahu, called Jewish Home Chairman, Naftali Bennett, on Tuesday night. Bennett congratulated the PM on his victory.
The two agreed to begin talks on establishing a nationalistic government and to act cooperatively on behalf of the security of the State of Israel and nation of Israel.

I just heard a reporter describe a small party with 9 seats will help BiBi improve his coalition and those discussions are very good for him. It made it sound confirmed that he had won. (I sure hope I heard it right, though.)

Zionist Union can form a coalition only if they include Kulanu and Yesh Atid (doable) and the Arabs (not doable).
So there are only two possible scenarios at this point: a Netanyahu-right wing-ultra Orthodox- Kulanu coalition (most likely), or a "national unity" coalition of Netanyahu-Zionist Union-Kulanu-Yesh Atid, leaving the hard right, hard left, Arabs and ultra-orthodox in the opposition.

I hope you’re right. I’d like to understand.
Arabs are anti-Zionist. They are communists/Islamists and so not a natural coalition partner for either Likud or Zionist Union.
No Israeli government has ever included the Arab parties in a coalition. As much as they hate Netanyahu, the Arab MKs would not join a coalition with any of the mainstream Jewish parties. Even if the Arab parties would agree to join Herzog, the centrist parties (Kulanu and Yesh Atid) would never agree to putting the Arab parties in the cabinet.

The actual exact number of seats for each party probably won’t be known for days. The celebration is based on Netanyahu almost certainly surviving as PM. If projections are accurate, the Right bloc in the Knesset may have exactly the same number of seats (63) in the next Knesset as it had in the last.
