Former Guantanamo detainee, Taliban commander and recent ISIS militant Mullah Abdul Rauf has been declared dead on Monday by Afghanistan authorities. He was killed along with five others by a drone strike. Perhaps a good tactic! Track the target and net a bounty of others? I guess it beats just a stalemate (though, somehow I doubt that many are tracked so well...?)
