They come up through Mexico, most from El Salvador and Honduras, alone and underage, fleeing the possibility of rape, assault and kidnapping. What will happen to them once they reach U.S. soil is vague at best.
It isn’t a new story — unaccompanied minors have been coming to the United States for dozens of years — but the numbers are increasing, and many of the children are coming to North Carolina.
Data released in August by the U.S. Department of Health and Human Services shows that nearly 43,500 unaccompanied minors have been released to the care of a U.S. sponsor since the start of 2014, and 1,648 of those children are in North Carolina — making the state the eighth largest location of child refugees in the nation.
The number of unaccompanied minors in the United States has rapidly increased every year. The annual number has grown since 2011 from 6,560 children to an expected 60,000 unaccompanied minors by the end of the 2014 fiscal year, according to the DHHS 2015 budget proposal.
And North Carolina’s school systems have to find new ways to accommodate them.
The Surry County Board of Commissioners drafted a resolution stating that undocumented children would stretch the school district’s funding, security and public health and safety infrastructure. The board asked the federal government for the authority to deny the applications of unaccompanied minors awaiting their deportation hearing.
But a coalition of state civil rights groups filed a federal discrimination complaint on behalf of immigrant students denied enrollment in several state school districts earlier this year.
Matt Ellinwood, policy analyst at the N.C. Justice Center, said many unaccompanied children have experienced difficulties enrolling in public schools nationwide.
“They are just children who are here through no fault of their own, and they really need to have access to the education system and the benefits that come from it,” he said.
Ellinwood said undocumented minors might be discouraged from registering for school when they begin to fill out documents and find that they are asked for a social security number or a specific form of ID — but neither requirement is mandatory for registration by law.
William Sudderth, Durham Public Schools’ director of public information, said they do not ask for documentation or social security numbers.
“They are people with an equal right to an education from Durham Public Schools,” he said.
Sashi Rayasam, Durham Public Schools’ director of the English as a Second Language program, said they received a small amount of supplemental funding for programs to help immigrant children — many of whom have an interrupted education — succeed in school.
“Because this is a new dynamic that we’ve had — and it’s very recent, since January — we’re trying not to be in triage mode and trying to kind of look ahead in knowing what our needs are now and how they are about to grow,” she said.
Veronica Aguilar, co-chairwoman of the UNC Students United for Immigration Equality, said public education is necessary for undocumented minors to support themselves financially in the future.
“There’s already a limitation to higher education, and to completely block off the only type of education that they would be able to access — public education — it’s just cruel,” she said.
Gov. Pat McCrory held a press conference in August to address the issue and signed a letter in July with five other state governors, urging the president to return the influx of unaccompanied children to their home country.
“We are concerned that there will be significant numbers who will end up using the public schools, social services and health systems largely funded by the states,” the letter said.
“More importantly, we are concerned that the failure to return the unaccompanied children will send a message that will encourage a much larger movement toward our southern border.”
Unaccompanied minors face a complex legal process once they are detained and placed with a sponsor, who is often a relative and serves as the child’s legal advocate.
“Because they are minors of age, they don’t have the capacity to admit to the allegations against them, to admit that they are not admissible, that they’re removable,” said Mark Bowers, an immigration attorney from Legal Services of Southern Piedmont.
Each child is given the opportunity to appear in court and claim asylum or status as a special immigrant juvenile, said Raul Pinto, N.C. Justice Center attorney.
Because of the recent influx, the Department of Justice has issued a directive ensuring the cases go to court within 21 days.
“That is really limiting your options to look for competent legal representation, to the point sometimes where children just don’t look for representation, and often don’t show up to these hearings and receive deportation orders,” Pinto said.
Daniela Hernandez Blanco, UNC student and immigration rights activist, said the influx of undocumented children is a humanitarian crisis and it shouldn’t be as politicized as it has been.
“We’re people, we’re not just media headlines,” she said, referring to herself as an immigrant. “We’re just trying to make it to tomorrow without getting deported.”
Illegal alien children also have not had inoculations to many common childhood diseases, either.

Who is bearing the cost of immunization and testing for disease carriers within the illegal child population? Immunization records that are up-to-date are a requirement for legal immigrants and citizen children, who’s parents bear at least some of the cost (whether direct or as part of an insurance premium or office visit fee).
Why has noone issued IDs to this group? Did they all throw away their ID cards from their native countries? Since in almost all cases the states have no information on the population brought to their states, shouldn’t HHS have issued ID cards when benefits were issued? I don’t buy that it’s normal for people to walk around without a single form of ID and still collect HHS benefits, rent a home, see a doctor or get utilities.
Who do you think dropped them off in the first place?
That’s quite a distant between the Rio Grande and North Carolina. Did they swim the Mississippi to get there? Hobo on freight trains the rest of the way?
Or ride comfortable, air-conditioned buses with delicious meals courtesy of our tax dollars?
If that is what la migra does in that state-then call the sheriff, and any other interested party-hell, rent a bus and transport them to the border in the dead of night, send them over to the Mexican authorities, stay shut up about it, and drive off-that is what I’d be tempted to do...
What is happening to the illegals is unclear because the worlds biggest human trafficking ring, the Federal Government isn’t talking.

Pro-amnesty people demand that President Obama give work visas to at least 8,000,000+ illegals.
But pro-amnesty traitors conveniently forget to mention that many of these 8,000,000 illegals who will get work visas have husbands/wives and children.
24,000,000 illegals get amnesty: Pro-amnesty people are not really talking about 8,000,000 illegals, because they secretly know in their hearts that they are really talking about more like 24,000,000 illegals----3 times 8,000,000 illegals--- who will eventually get AMNESTY when President Obama takes his pen and quickly signs his executive order in a few weeks.
how did I arrive at the number of 24,000,000 illegals? I did it this way: I multiplied 8,000,000 illegals by 3.
1. Obviously, illegal immigrant men need their wives and children to keep them company. and many of them are already here.
2. And illegal immigrant women need their husbands to help them with the children.
3. Also, these illegal immigrants with their new work visas will now have no fear that immigration agents will be coming to their home to check to see how many in the household besides the visa holder are here legally.
4. So once they get their work visas, they can invite any number of relatives to live with them without fear that immigration officials will be coming to their unexpectedly to check the status of the people in the home. As long as visa holders pay their rent on time and their children attend school, we can be sure that no immigration officials will bother them and their families.
My point is this: Work visa holders and their growing families will be here forever. Basically, deportation of these illegals and their families will never happen, if President Obama has his way and goes ahead and signs his executive order soon after the midterm election.
5. You see, you can't very well legalize 8,000,000 illegals by giving them work visas, on the one hand, and then, on the other hand, turn around and deport husbands and wives and children of the work visa holders, persons who may not qualify for work visas for one reason or the other.
6. So I believe that multiplying 8,000,000 illegals by 3 is a good conservative estimate of how many illegals will immediately benefit from President Obama's executive order---an estimate based on a household with two parents, one child.
7.Of course, many households will be single households with no children.
8.But, as we know, many, many households of illegals who will be given work visas will have two or more children, so all those many children will easily make up for those households in my 24,000,000 estimate that have no children.
9. So that is the way I concluded that 24,000,000+ illegals will really get amnesty when traitor President Obama gives away our country with the simple signing of his executive order: 8,000,000 million illegal work visa holders times a conservative estimate of 3 member's in each illegal immigrant household.
10. Again, when President Obama quickly signs his executive order soon after the mid-term elections, he will NOT be giving amnesty to just 8,000,000 illegals as the pro-amnesty people want us to believe.

Rather, when the smoke clears, anti-amnesty people will wake up one morning and suddenly realize that the pro-amnesty people and President Obama have pulled off one of the biggest scams in history, because President Obama will really give amnesty to 24,000,000 illegals, not 8,000,000 illegals as President Obama will claim when he signs his executive order soon after the mid-term elections.
NOTE: 'Because it was the right thing to do." This is Obama's favorite phrase when he wants to justify his decision on a controversial subject like illegal immigration.
It is as if Obama wants us to believe that his decision is divinely inspired, that is, God himself told him what to do. What a bunch of crap.
So be prepared to hear Obama's phrase---"Because it was the right thing to do"---over and over after Obama signs the worst executive order ever.
It is the worst ever because President Obama will lie to us and give amnesty to not 8,000,000 illegals as Obama will lead us to believe when he signs the executive order, but to an unbelievable number of 24,000,000 illegals. Sick. Sick. Sick.
NOTE: If the government can't handle those hundreds of illegals who crossed the Mexican border recently, how in the world is the government going to process the 8,000.000 illegals that President Obama will give amnesty to in a few weeks after the mid-term elections? No way. No way.

My post: That 1982 Supreme Court ruling is the reason we need Constitutional amendments like the following to try to control illegal immigration:
1. "School attendance: Only citizens, legal residents, those with special student visas can attend elementary, high school, and colleges in the United States."
2. "One parent must be a citizen before a newborn child is given automatic citizenship."
3. Felony: We must finally get very serious and declare that crossing the border illegally is a felony. It sounds mean to call it a felony, but we must do it, if we will ever have any chance of controlling our borders. Having the same illegals crossing our borders over and over is wrong,wrong, and wrong.
Illegal immigrant parents come to the United States for the wonderful benefits that their children can receive, like a quality education and great health care. Can you blame them for making the dangerous, long trip with their young children, or sending their children by themselves with the hope that the United States will automatically let them stay?
I don't understand how a child can illegally cross the southern border one day and automatically be eligible to enroll in public school the next day. That is wrong.
