A commission composed mostly of former world leaders will recommend Tuesday that governments move beyond legalizing marijuana and decriminalize and regulate the use of most other illegal drugs, including heroin and cocaine.
The international drug-control system is broken, says a report to be released Tuesday in New York by the Global Commission on Drug Policy.
Governments should be allowed wide latitude to experiment with the regulation of drugs, except for the most lethal, says the commission, whose 21 members include former U.S. Federal Reserve Chairman Paul Volcker, former U.S. Secretary of State George Shultz, and former presidents such as Brazil´s Fernando Henrique Cardoso, Mexico´s Ernesto Zedillo and Colombia´s César Gaviria.
"We have to control drugs, which are out of control," Mr. Cardoso said in a telephone interview. "Some lethal drugs have to be prohibited but the guiding principle has to be to guarantee the health and safety of people."
The report is the latest indication that the U.S.-led war on drugs is falteringeven in the U.S., where 23 states now allow for medical marijuana, while two, Washington and Colorado, voted in 2012 to legalize marijuana. Last year, Uruguay became the first country in the world to legalize marijuana use and regulate its production. [...]

It used to be that parents raised their children to be good citizens.
All that government help didn't turn out so well.
GREAT IDEA!!
Let’s do it in your town and watch the prosperity bloom!
Dont need the government to show me the way.

I bet you don’t. And when your kids are addicted to heroin, be sure to get them PRIVATELY funded treatment.
Thanks.
One of the Main differences between conservative and libertarians
You’re kidding, right? Add to the fact people all over are into home brews and making wine.
Your concern is unwelcome. When I said I would take care of mine and you take care of yours what do you think that meant.
Than God your family is being protected by governmental controls. No telling what drugs they’d be using.
Nowhere near as much as when that drug was illegal - and nowhere near as much as is the case for currently illegal drugs.
Youre kidding, right? Add to the fact people all over are into home brews and making wine.
No, I'm not kidding. Do you have evidence that homemade alcohol, legal and illegal, is more than a drop in the bucket of the commercial alcohol market?
Do you really believe that if heroin was legal and made freely available to the public that more people wouldn’t try it?
People like your kids?
I bet you think marijuana useage is DOWN in Colorado too.
Geez, how can you stand to think the way you do!
Would probably kill off the majority of the welfare recipients.
What about Bath Salts!
We need to deregulate bath salts because every human being has a right to bath salts - especially if other taxpayers pick up the tab for it.
There is no War on Drugs; there is only the continuing war by Leviathan against human society.
The WOD has greased the wheels of tyranny while filling the pockets of corrupt political and financial enablers and ruthless killers.
Opium and cocaine from a pharmacy would always have been the best drug policy.
A good citizenry, and a good system of law, both of which understand the place of virtue and the need to support it.
That is what our Founders gave us. That is what the progresso-libs are determined to undermine.
All good laws are formed to protect the family because the family is the one who forms good citizens.
And you both have a problem with what I have said?
Sure, the commercial stuff is a billion dollar industry but if you think making drugs legal is going to get rid of the black market, you are kidding yourself.
Freedom can be uncomfortable for those who need governmental controls.
Sit down take deep breaths and try to relax. Take a break and stay away from people who can take care if the selves.
Nice thought, until it gets on the road and decides to take out others.
Of themselves
Sure, the commercial stuff is a billion dollar industry but if you think making drugs legal is going to get rid of the black market
It's going to reduce the black market to about the size of the alcohol black market - which will be a clear win for everyone but the criminals.
Per capita, Americans consume more prescription opiates than any other country, and Florida, by far, has the highest rate in the US. I know that there many people with chronic pain, but the disparity is disturbing. Over 100mg equivalent per day consumption of morphine does result in an increase in mortality and morbidity.
I think a new Opium war is being waged on the American public to pacify and dumb down the public.
Glad you see the light.
Does that mean we should ban for everyone all those things that are bad for kids?
Putting ban-inflated profits in criminal hands does not protect the family.
