After rereading this post, I want to apologize if it offends anyone in the military. I meant it as a cut against the type of rules of engagement and societal handcuffs we’ve seen this administration and others place on our soliders — slamming the bureacracy, not the soldiers. I know 99% of our actuall military soldiers are good, decent men and women who risk their lives to preserve what little freedom we have left.

Above does not specify whether 'officials' are on base or local officials. Nor does it identify what 'the community' is -- base or city?

No, “All personnel enact active shooter protocols immediately.” is the military version of the 1950s schools’ “Okay, children, we need to duck and cover.” in response to the potential for nuclear attacks on the United States.

I remember hearing my father, a World War II combat veteran referring to the latter protocol as “Tuck your head between your legs and kiss your @$$ goodbye.” protocol. This active shooter protocol is much the same type of protocol.
