Perry, Brewer, and the State Governors should declare a State of War or a State of Invasion under Article 1, Section 10 of the US Constitution:

No State shall...engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

They can not only deploy their own State militaries but the Federal military would be required to come to their aid under Atrilce 1, Section 4:

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.

The States could also then arrest any one, including Federal, city, and local officials, for giving Aid and Comfort to the Enemy and try them for Treason. The usual punishment for Treason during a time of War is Death.

Besides riding congress back for action people need to start voicing opposition to the groups including churches who are volunteering or soliciting volunteers to give shelter to any invaders. Members should immediately cut off their money by cutting off their tithing if necessary and give it instead to other worthy causes.
