Boehner: No 'blank check' for border crisis

Speaker John Boehner on Thursday said Republicans will not give a “blank check” to President Obama to deal with the crisis on the border.

While Boehner (R-Ohio) said no decisions have been made on legislation, he was adamant that there will be strings attached to the emergency funding that Obama has requested to deal with the thousands of unaccompanied children who have entered into the United States.

“I can tell you this: We're not giving the president a blank check," Boehner said. "Beyond that, we'll await further discussions with our members before we make a final decision."

With Congress set to leave town in early August for a month-long recess, Boehner said he thinks the House should act on border legislation this month, though he declined to offer specifics.

"I do believe that the House should act this month. What that action would be I think has yet to be determined," Boehner said at this weekly Capitol press conference.

Asked whether he thinks Republicans would suffer a political backlash if the border funding isn’t provided, the Speaker said the blame for the problem falls on Obama’s doorstep.

"This is a problem of the president's own making," Boehner said with a raised voice. "He's been president for five and a half years. When's he going to take responsibility for something?"

Republicans argue Obama’s relaxed deportation policies have encouraged the influx of children across the southern border. The White House acknowledges that there are misperceptions about Obama’s immigration policies in Latin America, but says other factors are driving the border surge.

One of the complicating factors for responding to the crisis is a 2008 human trafficking law that prevents unaccompanied children who are not from Mexico or Canada from being quickly deported.

The Speaker said he supports the administration’s call for changing the trafficking law.

"I do," Boehner said. "And the president agrees with it as well."

"Clearly, we would probably like the language to be similar to what we have with Mexico," Boehner said.

Obama has requested $3.7 billion in emergency funding to speed up the deportations process, and on Wednesday demanded that Congress take swift action on the request.

Sen. Lindsey Graham (R-S.C.) said Republicans would be blamed if they don't move quickly on the border funds.

"If we do that, then we’re going to get blamed for perpetuating the problem," Graham told reporters

But some conservatives are wary of giving the White House such a large chunk of cash without assurances it will be used to toughen border security.

Boehner said he is still awaiting the results of a review from the House Appropriations Committee and the House GOP working group about border security. The findings of the report could influence the GOP’s next steps.

He’s in the game. The scam is import millions of illiterate (most can’t even write,,, in Spanish), disease bearing, unskilled young and women.

After they are all in, they’ll give us a border security show, complete with billions, and National Guard. Of course, they are all here and are being distributed around the country wherever they can do the most harm in future elections.

.... Sounds like Boehner is trying to sound tough and demand a definite limited "Finite" amount of cash to help fund the handling of the so called immigration/border crisis.

... After a long battle .... Boehner will settle for the finite fixed amount $3.8 Billion dollars and declare the GOP triumphantly won the funding battle.

The major categories of funding- in Agency order - are highlighted below:

    Department of Agriculture Wildfire Management
  • $615 million for wildfire suppression.
Department of Health and Human Services (HHS) Administration for Children and Families
  • $1.8 billion for additional capacity to care for unaccompanied children including through more stable, cost-effective arrangements, while maintaining services for refugees; and the necessary medical response to the arrival ofthese children. With these funds, HHS will have the resources to be able to care for the children currently projected to come into the custody of the Department of Homeland Security.
Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE)
  • $879 million for the detention, prosecution, and removal of apprehended undocumented families;
  • $116 million for transportation costs associated with the surge in apprehensions of unaccompanied children; and
  • $109 million for expanded domestic and international immigration and customs investigatory and other enforcement efforts.
DHS Customs and Border Protection
  • $364 million for operational costs associated with responding to the surge in the apprehensions of unaccompanied children and families;
  • $29 million for expansion of the Border Enforcement Security Task Force program; and
  • $39 million to increase air surveillance capabilities to improve detection and interdiction of illegal activity in the Rio Grande Valley region.
Department of Justice (DOJ) Administrative Review and Appeals
  • $45.4 million for additional immigration judge teams to increase case processing;
  • $2.5 million for expansion of the legal orientation program; and
  • $15.0 million for direct legal representation services to children in immigration proceedings.
DOJ General Legal Activities
  • $1.1 million for additional immigration litigation attorneys to support Federal agencies involved in detainee admission, regulation, and removal action.
Department of State (State) and Other International Programs (OIP) Diplomatic and Consular Programs
  • $5 million for public diplomacy and international information programs and support related to Central American migration issues.
State and OIP Economic Support Fund
  • $295 million for the repatriation and reintegration of migrants to countries in Central America and to address the root causes ofmigration from these countries.
General Provisions
  • Proposes to limit the authority of agencies appropriated funds under DHS to reprogram appropriations within an account and to transfer up to 30 percent between appropriations accounts with notification;
  • Proposes authority to transfer up to $250 million between appropriations made available in this Act for the humanitarian situation at the border; and
  • Proposes adjustment to the discretionary spending limits for wildfire suppression operations.

Nope. He sounds wishy washy with a spine like well done spaghetti, as per usual.

His response should have been: "Hell NO! You intentionally caused this catastrophe, you fix it!"
