The Congressional leaders may still be willing to try and push something through knowing their days are numbered. I believe the whole intent of the Republican leadership was to push this thing through, than go on to well paying jobs in the industries that would reward them.

They thought that this would surely speed up the immigration bill in Congress and pass it post haste.
