The Early History of the President’s Council on Physical Fitness

The Kennedy Years

by Felice Prager

The President’s Council on Physical Fitness and Sports is an advisory committee of volunteer citizens (appointed by the President) who advise the President through the Secretary of Health and Human Services about physical activity, fitness, and sports in America. “Through its programs and partnerships with the public, private and non-profit sectors, the Council serves as a catalyst to promote health, physical activity, fitness, and enjoyment for people of all ages, backgrounds and abilities through participation in physical activity and sports.”

Shortly before he took office, President-elect John F. Kennedy called physical fitness a defining principle of his administration. As the first media-savvy president, the president-elect published “The Soft American,” in Sports Illustrated (Dec. 26, 1960) less than a month before his inauguration. In his Sports Illustrated essay, President Kennedy outlined four points as the basis of his physical fitness program:

· A White House Committee on Health and Fitness

· Direct oversight of the initiative by the Department of Health, Education and Welfare

· An annual Youth Fitness Conference to be attended by state governors

· An unambiguous assertion that physical fitness was the business of the federal government

He concluded the article by laying the foundation for reorganizing the Council on Physical Fitness and Sports.

Within a month of his inauguration, President Kennedy spoke at the Conference on Physical Fitness of Youth. Under President Kennedy, the President’s Council would not only spread the word to Americans about the importance of physical fitness for youth but would also conduct youth fitness surveys, publish fitness information, and offer technical advice to schools and communities about how to improve physical fitness not only for youth but for Americans of any age.

The Council did not have the authority to impose a national physical fitness program, but state and local leaders indicated to the Council that they would welcome guidance. President Kennedy selected Charles (”Bud”) Wilkinson, athletic director and football coach at the University of Oklahoma, as the first Physical Fitness Consultant to the President.

The Council developed a physical fitness curriculum in consultation with major educational and medical organizations, and published and distributed hundreds of thousands of free publications, including “Youth Physical Fitness” (the “Blue Book”) in 1961. In 1962, Kennedy published a second article, “The Vigor We Need” in Sports Illustrated. A booklet “Adult Physical Fitness” was published in 1963.

I remember this from elementary school. We would get presidential ribbons for doing well in different things in PE. It was really pushed and it was a big deal.

Of course, I also remember getting under my desk during the Cuban missile crisis (South Florida).

The under your desk thing was going on since shortly after WWII. There were regular CD drills all through my youth. 40's. 50s and 60s. I never remember anything additional occurring during the missile crisis in the schools though you were in Florida not upstate NY.

I think this was the beginning of a few folks building underground nuke shelters.

God willing we in Maine will be free of the Union before the fighting starts. There will be no drafting, before secession, of Maine youth into the US Military to die so that obama can look like a man. After secession, we will have by Constitution, be unable to fight anyone's wars but our own.

To fight outside our own borders will require a 75% vote of Militia members older than 21.

Section 6. The Militia and the standing army of 1,000. So as to insure and guarantee the rights guaranteed in this Constitution, every natural born male in the Republic of Maine, upon reaching the age of 18 years from conception through age 67 years from conception, has, as a member of the Militia, the obligation to keep and bear arms for the common defense, for his and his families protection, to defend against this government or any government in the future from becoming oppressive, tyrannical, or in any other way obnoxious to freedom, and to secure the rights written in this Constitution. This obligation shall never be questioned. No law shall be passed that restricts this obligation, except for time in a local jail, county jail or Maine Republic prison. No law shall be passed, test given, or fee assessed to any citizen of the Republic of Maine, age 18 from the age of conception, both male and female, that would restrict in any way that citizens right to be armed either concealed or open. Males who are found to be or confess to being homosexuals are refused entry and from serving in either the Militia or the standing army. Males over the age of 67 may be voluntary members of the Militia with the full rights of Militia members. Natural born males between the age of 16 years from conception to 18 years from conception may volunteer for Militia service with the written permission of parents or guardians. The standing army of 1,000 shall be drawn from the Militia by the commander of the Militia and is under the command of the commander of the Militia who is appointed by and reports directly to the President.

Not for the most part, but most of the leftist and all of the welfare needers will be gone well before the vote.

For those on welfare, since only a state can administer welfare and since anyone coming in from a foreign country needs to qualify, while a person moving from one state to another can simply transfer benefits, those who want or even need welfare will have to move to another state while Maine is still a state.

As for the leftist, those who want freedom are arguing about allowing abortion, aint gonna happen, but are starting to resolve themselves to the fact that for most of them giving up freedom to live as a serf is not worth the trade. Many other leftist are federal employees or state employees that will have no job after the vote so are planning on selling out before the vote, especially since we are letting folks know right now, that we are not going to be as amiable to Tories as those in 1790 were.
