Black and Latino students are more likely to get ineffective teachers in Los Angeles schools than white and Asian students, according to a new study by a Harvard researcher. The findings were released this week during a trial challenging the way California handles the dismissal, lay off and tenure process for teachers.
In the study, professor Thomas J. Kane concluded that the worst teachersin the bottom 5%--taught 3.2% of white students and 5.4% of Latino students. If ineffective teachers were evenly distributed, youd expect that 5% of each group of students would have these low-rated instructors.
A similar pattern held when Kane looked at teachers rated in the bottom half: 38.5% of white students had such an instructor; the number was 48.6% for African American students and 52.2% for Latino students.

I would hope so as it is insanity to waste good teachers on groups intellectually unable and morally unwilling to learn.
The insanity is that blacks and latinos think it racism because a good, honest, educated teacher doesn’t want to be surrounded with uncaring, violent, criminal societal elements only waiting for that age of 18 to graduate from sealed records to full-fledged criminality.
White liberals demand more ineffective teachers for your kids! It’s only fair.
The reason is that the moment a teacher gets a chance to move out of a crime-ridden school, he/she goes—to the suburbs.
Good teachers would LOVE to teach students who want to learn—of any color.
But that devotion is drained off when they find they can’t teach because the school is permitted to be a jungle.

Gotta love these “disparate impact” studies.
I’m waiting for the one where they discover that minorities and gays only get 75% of the sunlight whites and heterosexuals do. The sun will be brought before Eric Holder to answer some questions when they do.
I believe you are right.
An ineffective teacher in one situation may not be ineffective in another.
I suspect there is a correlation between the race of the teacher and the race of the students. I’m not sure exactly why (perhaps they tend to live in the same neighborhoods, or voters tend to elect local school officials of their own race, and these officials hire more people of their own race).
It’s very possible that the real issue is that they are hiring (and retaining) sub-par minority teachers, and just happen to be inflicting them on the minority students.
The statistical difference here is trivial considering the huge error bars in this sort of analysis.
And of course there are many unexamined assumptions.
Given all this its obvious the study and press release are purely political.
I am confused. The LA teachers union would certainly have helped the school districts weed out poor and/or ineffective teachers. After all it is all about the children.
For maybe 3-5 years, when the feral majority of the students drag the bestest of the best down to their level. Then switch again. And again and again until hell freezes over.
But for the first year or so, these cream of the crop teachers just may have some success and some of these kids might get an education. Maybe. Hopefully. Probably not.
Granted that I support the political purpose here, that of weakening the teachers unions and removing constraints on personnel management in public schools.
Still, in spite of it being in a good cause, its dirty pool.
Why are the low-rated teachers in the schools at all? Oh, you say, the teachers union won’t let you fire the incompetents? OK.
That is the unspoken assumption in the lawsuit, and it is probably correct.
Newsflash . . the best teachers too want to work in safe, learned environments with students who actually give a damn
Let me see, were I teacher and thinking about where I would like to work and the choices were:
Reasonably intellectual and interested students wishing to get ahead in life who posed to physical threat to me or my family or door number 2: a group of mentally deficient sociopaths who sole reason to be present is to socialize with their hommy’s and who pose a physical threat to both me and my family. I think Monte, I will take door number one.
All affirmative action does is ensure more inferior teachers.
More agenda driven science. Bet the data points to just the opposite of the findings.
