How discipline is doled out in the classroom now will be under much closer scrutiny by the federal government, but some analysts say the Obama administration’s efforts ultimately may backfire and could lead to de facto racial quotas in American schools.
The Education Department and the Justice Department on Wednesday issued new “guidance” to ensure minority students aren’t punished through suspension, expulsion or other means more than their white peers. The administration cited legal authority under Titles IV and VI in offering detailed rules for how school districts can administer discipline.
It’s part of a larger effort — backed by teachers unions, civil rights advocacy groups and other organizations — to combat the “school-to-prison pipeline,” in which minority students are disproportionately kicked out of school and subsequently end up in the criminal justice system.
But within its guidance, most of which is not controversial and merely reinforces existing nondiscrimination laws, the administration also declares that schools’ disciplinary policies cannot have a “disparate impact” on one particular group.
In plain terms, it means district rules, guidelines and enforcement cannot result in the punishment of more black students than white students for the same offense, for example.
With that in mind, school leaders surely will keep a close eye on whether the same number of children from given racial groups are disciplined in equal number and equal measure for the same behavior.
“You have to make certain that your school discipline cases match those percentages. If you don’t, you’ll have the feds on your doorstep,” said Joshua Dunn, a political science professor at the University of Colorado and director of the university’s Center for Legal Studies. “If they actually do enforce these guidelines, there will be unintended consequences. This creates some rather destructive incentives. I don’t think there’s any way around that.”

I should point out that, if blacks are being punished at a rate of four times that of whites, they are being punished at the same rate as whites.
If your company has a government contract you’ve already got racial quotas.
News flash, we already do hesitate - this just establishes sentencing guidelines.
(It's surprising, but a lot a responsible black parents feel that way. They know that the only thing that will keep their kids on track is no-nonsense expectations)

I don’t follow.
Rather than suspend or kick a minority student out, the best solution is to tell him he no longer needs to come to school. For him school is not compulsory. That is, no one will make him come to school any more.
Here’s a thought—if blacks do not want to be punished in school, perhaps they should behave and act like the white students who behave. If blacks did not commit crimes, then they would not wind up in prison.
I behaved in school. I do not commit crimes. I am not in prison. Yes, it’s that simple.
Will America please wake up now and take back your country before the kenyan bastard is finished with his plan?

Black Students Suspended More than Whites: Why?

This article is from 1994. Nothing new. I would like to know the rate at which black teachers/principals suspend black students.
I posted this before- years ago I worked with a man whose daughter went to school with the son of an NBA player. The seven or eight year old boy would grab his white female classmates by their throats and choke them- no doubt mimicking the behavior he was exposed to at home. Nothing was done. My friend’s little girl asked permission of her father to be able to defend herself and it was given. Unfortunately for the boy, he tried to choke the little blonde girl who immediately used her extracurricular activity martial arts experience to punch him in the throat. He walked a wide circle around her after that.
So far as the teachers, their only response when parents complained about the assaults on their little girls was ‘Oh, you know how he is’. Furthermore, my friend had to actually defend his daughter defending herself.
No surprise. People in charge were born with no brains.
So now the black kid can beat up your White kid and get away with it. And if the White kid complains, he’s branded a racist.
But that would put a crimp in the agenda of the left.
This is nothing more than BLACK KU KLUX KLAN RACISM....White kids will be punished for every minor thing to make up for Black and Minority thugs
No doubt, you understand perfectly where it's going (if it's not there already.)
