PINAL COUNTY - An illegal immigrant is arrested in Pinal County and it's discovered he had gained access to Davis-Monthan Air Force Base.
On Thursday, Dec. 26, at 7 p.m., a Pinal County Sheriff's deputy stopped a 2006 Ford Expedition westbound on Interstate 10 near milepost 180 for a traffic violation. The driver of the vehicle identified himself, using an Arizona Identification Card, as 37-year old Armando Villalobos of Phoenix. The deputy did a routine license and warrant check. Villalobos returned with a "No License" status and a felony warrant for his arrest out of Texas. The warrant showed he should have five tattoos and provided a description for them. The deputy, while trying to confirm Villalobos was the suspect wanted for the warrant, asked to see his tattoos. Villalobos told the deputy he didn't have any tattoos and then became very nervous.
After a brief conversation, Villalobos admitted that he was in the United States illegally and his name was really Mario Bustamante. He was arrested by the deputy. Bustamante was taken to the U.S. Border Patrol station in Casa Grande and his identity was confirmed as 37-year old Bustamante of Mexico.
A PCSO Property Crime detective responded and took over the investigation. Bustamante told the detective he currently works for "Briston Construction" out of Mesa. The company was contracted by Davis-Monthan Air Force Base to complete work. Bustamante had obtained a "security clearance" through the military to work on the base under the name of "Armando Villalobos." He said that he obtained the Arizona Identification Card, a Social Security Card, a Bank Card and his vehicle registration all using the fake name of "Armando Villalobos" because he was in the United States illegally from Mexico and didn't want to get caught.

The question is how did he get a valid SS card and how many have the same number. How hard is it for the feds to check for multiple SS card use?

BACKSTORY Just before the Senate immigration reform procedural vote, Judiciary Committee member Sen Grassley offered a simple amendment to the Judiciary Committee considering voting the immigration bill out of commmittee.
"The secretary (of homeland security) may not grant registered provisional immigrant status to an alien under this section unless the alien fully discloses to the secretary all the names and Social Security account numbers that the alien has ever used to obtain employment in the United States," said Grassley's amendment.
Grassley's amendment would not have prohibited illegal aliens from being converted into legal aliens just because they had used names and Social Security numbers that did not belong to them. It would only have required that the illegal aliens make the names and numbers they used known to DHS before they could be granted the right to legally live in the United States.
Grassley said, "Congress should not thumb its nose at the millions of Americans who are victims of identity theft, often perpetrated by an undocumented person who steals Social Security numbers to get jobs, govt benefits, driver's licenses and more. This amendment will simply require the person applying for RPI status to disclose any previously used Social Security numbers," said Grassley. "It's the first step to helping clean up the mess that's been created for the victim of identity theft. The amendment also authorizes certain federal agencies, upon receipt of this information, to notify individuals who were the victims."

ON RECORD AS AIDING AND AETTING FELONIES Dismissing Sen Grassley's proposal, ranking Dem member Sen Schumer said: "When people are living in undocumented status, there are times, I suppose, when they've made up identities, made up Social Security numbers. How are they going to remember all that? (The) purpose of this bill is to bring people out of the shadows. We all know when they lived in the shadows, they had to forge documents, forge Social Security numbers, et cetera. I just don't see how, when you've lived here 10 years, and you've had many different identities, many different numbers, you're going to remember them all," said Schumer. The Senate Judiciary committee defeated Grassley's amendment 8 to 10 on a party-line vote.

The Texas brothers were a "one-stop shop" for a myriad of fake US documents, including birth certificates, Social Security cards, driver's licenses----for any state in the US------ passports and resident alien cards, said NJ state police.
The Texas brothers turned a NJ hotel room into a business office and were readying a massive cache of fake Social Security cards for delivery to a local NJ identity broker. Officers happened upon two cars bearing Texas plates in a NJ hotel parking lot.
The Texas brothers were followed to a NJ office supply store nearby where they purchased computer supplies. Officers then followed the Texans to a NJ storage facility in Secaucus, NJ, where the Texans loaded several boxes into a car. One of them stood lookout. After a search, police recovered laminating sheets with built-in security features, pages of blank documents waiting for fake names and information, finished documents, computers and software to create the fake IDs.
All told, the haul was worth about $500,000 on the street when sold to "impoverished illegals." Police also recovered $6,000 in cash, which was the first payment from a NJ fake document broker for a shipment of 500 phony Social Security cards. ####

With the ID theft going on, it's ridiculously easy to get past the level of clearance (just a quick background check known as a NAC, or National Agency Check) required to work on a military installation as a contractor or sub-contractor.
Arizona (Gov. Brewer) is considering giving drivers' licenses to illegals who are given probation in place after their immigration deportation hearings. I've already called and written to say that's a very bad idea; but my lone voice may not hold sway.
Easier than you said! We discussed this on FR many years ago. There is a SS Master File that lists all SS accounts; it is bounced against the IRS filings list. Mismatches are notified to correct their information. By law, neither the IRS nor the SS Administration are allowed to share that data with law enforcement (ICE or C&BP).
It wouldn't take much work to craft a bill to remedy that situation; other than the will to do the right thing.
My question is how did he get a security clearance to the base using the fake name, which had a warrant for arrest out of Texas. Wow great security checks.
But if you change your address using a US postal service card it says that they are required to notify the IRS-of your address change.
So Postal service shares information with the IRS about your address but there can be no sharing of info with Police, ICE, C & BP)....
