A Connecticut couple is facing charges in a child abuse case after investigators discovered that one used an electric dog collar to punish their daughter, according to police.
Eduardo and Paula Montanez, a husband and wife who live in Danbury, were arrested on Tuesday, five days after a Danbury school employee contacted the state Department of Children and Families regarding suspected child abuse.
A joint investigation by DCF and Danbury police revealed that Eduardo Montanez had used a PetSafe barking collar on his 9-year-old stepdaughter. Police said the couple was upset about the girl's progress report, so Montanez put the bark collar around her neck and forced her to bark so the collar would shock her.
Paula Montanez, the girl's mother, was reportedly present when it happened and did nothing to stop the abuse, police said.

Replace daddy with a check from Uncle Sam.
Man,,,,, thats a tough Ghetto..
I bet she doesn’t mess on the carpet or slosh water out of her bowl anymore either. ;)
I bet you 50 bucks, this has been going on since the very invention of the electronic dog collar.
Some people are just trash.
When the drama queens go Ethel Merman on ya.. a few jolts and they become Mary Poppins..
That sort of happened to Adrian Peterson’s 2 year old son. His mother’s boyfriend killed him.
Dial M for justice!
Capital punishment needs to be expanded
When my 3 oldest boys were little, I used to joke that I needed a cattle prod to get them into bed at night because they all would take off in different directions and have to be herded into their bedroom.
When the oldest was in 4th grade, I went to my parent-teacher conference (teacher was, I guess, about 110 years old at the time), and the teacher asks me, “Mrs. Kitty, why does your son want a cattle prod for Christmas?”
Seems that they were asking the kids what thy wanted for Christmas and my oldest told them that he wanted cattle prod so his mom could get him and his brothers into bed at night. (He always was a joker - quiet kid, but a joker none the less)
So here I am trying to explain to this ancient, dead-serious woman, that I was only joking.
When I got home my son had a good laugh about the trouble with his teacher he got me into. (He was 10 at the time - now he’s 33 - and hasn’t changed a bit)
Either step parents or mom's "boyfriend".
Not an indictment of all step fathers...
No, some men are more than capable of considering their stepchildren their own. All it takes is a capacity for love. Maybe that's what's missing with these people.
God bless you all and I am happy to hear all is well with you family.
The boyfriend is a danger to both little boys and little girls.
Yes, that’s what I meant I guess. what is missing is love. Without love we are nothing. Just animals.
That is an unfair statement.
Animals release the same “love hormone” that we do.

Animals do love.
Without love, we are soulless creatures, perhaps...but not “animals”.

“Danbury Man Used Electric Dog Collar on Child”
Yeah - I’ve known kids like that.
FTA: “Montanez put the bark collar around her neck and forced her to bark so the collar would shock her.”
They make remote controls that’ll fix that.
i guessed right away it was some of our 3rd world finest imports
They put them on prisoners too
You think for a second sadistic correctional officers (hacks to me) won’t use them for get back or just for kicks
And they are stronger than dog training collars
All that electric shock crap is easily abused
