Food stamp shopping spree, who pays? (WalMart Looting Story Update)

SHREVEPORT, LA (KSLA) -

KSLA News 12 obtained video of overflowing shopping carts, excited shoppers, and empty shelves throughout Walmart in Springhill, Louisiana. The frenzy was reportedly created this weekend by a food stamp glitch in the system. That glitch allowed EBT card users to seemingly shop without a limit. But there was a limit the whole time.

According to the state, the retailer is on the hook for the overages.

The Department of Children and Family Services oversees those benefits, called SNAP, or Supplemental Nutrition Assistance Program.

DCFS tells KSLA News 12 that no EBT card is ever limitless, and that when these outages happen, the retailer has a responsibility to implement emergency procedures. Those procedures include placing a phone call and verbally approving a spending limit for the customer. Trey Williams with DCFS says some retailers chose not to do that.

"These businesses are only reimbursed for the benefits on the card, and they are completely responsible. So if someone had 50 dollars on their card, and they spent 100, the retailer, in this case Walmart, would be on the hook for the other fifty.

So, isn't this fraud? The state has a way of tracking welfare fraud with GPS based software. DCFS knows who purchased what, and how much was spent. That information is available to be passed on to law enforcement, should it be requested. The information is there, the question is now, what will they do with it?

My thought is that the charges beyond limits are overdrafts. The holder overdrew his account. .

That means that future monthly payments to the account will go to reduce the overdraft. There will be no free cash to spend until the binge is reduced to $0

Never miss an election. Sometimes, I even work for candidates and contribute to them. I even ran for office once.

But I’ve spent the last 4 years creating my own online news agency and covered local politics over three parishes (counties). Last month we secured three felony convictions on a local mayor who had been stealing. No other media saw fit to report on what he was doing.

We did.

Normally the Department of Social Services in each state would withhold benefits in successive months until the account was “caught up” or reconciled. I know an individual who had this happen. WA DSHS put only $25 on the card for the intervening months. But in this case things are a little murky because the retailer evidently was not authorized to let the transactions go through. WMT may have to charge this to good will.

Walmarts here detain and prosecute people for thefts far less than a grand. Often times the theft is from the electronics department and sometimes the panel is only 40” or 32” lol

Local walmart has a policy if it’s not electronics and less than 100 bux they let it walk, no questions.

Hubby and I were in there about 5 years ago and there was a group of Mexicans in the underwear/sock section literally stuffing their jacket pockets with the nice name brand socks and underwear. And proceeded to just walk out the door. No clue the value of what we saw stuffed in the jacket but it was close to 100 bux. We asked a floor manager what the deal was with that and were informed of the 100 dollar policy.

So, let’s do the math...EBT card holder uses the card to buy groceries and stuff they can buy with the card. Sends her kids out to scout for things they can’t buy like socks, upmarket underwear, clothes, etc.

Not a bad racket if you can get it.

Meanwhile I haven’t bought new clothes in 6 years and my car is 17 years old. Who, exactly, are the schmucks in this little life lesson?

Which is why you and I and all the rest of the producers have to lean on the local gendarmes and district attorneys, and make them uncomfortable enough to do their jobs.

Back when I was a kid, this was called stealing. Theft. The way I see it, 50% of this country is made up of very low life forms. These people all need to be arrested and thrown in jail.

A truck full of drug-addled teens totaled my 1994 Saturn SL2 in July. My son was driving it into the ground to support his real estate work. That leaves my 1999 F150 4x4. 55,000 miles on that one. Purchased it used in 2003 with 22500 miles on it. I put over 50,000 miles on my motorcycles to limit the wear on the F150. I could be more frugal.
