The House, Senate and White House have been doing this dance since 2009. Budget crisis, temp deal, new budget crises, temp deal.

Of course, as a political maneuver, this pretty smoothly gives the Democrats a soapbox: "Hey, we tried to negotiate! We tried to stop the default! We brokered a deal for a short-term solution to avoid catastrophe, and those Republicans refused!"
I'd like to hold the line, but it has to be done delicately or else we'll be the bad guys.
