It would be great political theater to load up some barbed wire and take it to a memorial and just start emplacing it.
When an official asks, just say: "They told me to".
Probably wouldn't stay in place for too long, but would be a devastating visual.

How telling. 'We The People' denied access to the American symbol of freedom by the person who benefited most from it. Open your eyes to the yoke and shackles this Administration has willfully thrust upon its own people. No such thing as free lunch or healthcare.
