Three teenagers have been charged with attempted murder in the shooting of a 4-year-old girl as she rode her scooter near her grandmother's home early this week, authorities said.
Laquan Waters, 18, Tyrese Pearson, 17, and Roosevelt Stevens, 15, have been charged with attempted murder in the shooting about 4:55 p.m. Monday of Khalise Weatherspoon, said Cook Count state's attorney's spokeswoman Tandra Simonton. Khalise was the fourth child age 7 or younger to be shot and wounded in Chicago in July.

It seems from the report that the child may have actually been the target of these gentlemen.
Her response was. she's just reporting what she is hearing in the hood. Her explanation for the growth of the rumor is that only 30% of murders in Chicago are solved. As though law enforcement complicity is the only reasonable explanation for a large number of unsolved crimes.
Of course the logical explanation is that no one in the hood will turn anyone in or cooperative with law enforcement. Even if it's your 4 year old relative who is shot.

It is all cultural differences. When blacks do it, to the liberal mind it must be ascribed to normal cultural activity and must not be repressed because that would be placing white cultural values over black cultural values which must absolutely must not be done. If some culturally deficient ghetto neighborhood suffers a decline of its normal cultural values then perhaps the government should send establish a training program in order to boost those fading cultural values before they disappear and the residents become subsumed into the repressive white majority culture. Children must be trained how to ack in accordance with their imputed normal cultural values.
In a Communist state the criminals are considered to be partners of the Communist system in that they keep the bourgeoisie and the more industrious under control and always fearful.
When I was younger, I went to school with some Negro children, as they were then called Negroes. And the Negro children had names such as Karen, John, Michael. There was once a time when black people gave their children names which were not so distinctive. Who knows why they do this nowadays.

I wrote about this before but one morning, I was listening to the radio and a white male called in to discuss his AA coworker who had been robbed at gunpoint by another AA. The coworker knew the name and address of the criminal but refused to even report it as he ‘didn’t want another brother to go to jail’. Lord knows how much more crime is being committed against the AA community and not reported. Are they reaping what they sow?
When will this end and how? Never and not well, I am guessing. And they need to stop with the stupid, made up names. When I make a call to a customer service number and get a Laqueesha or a Lavontray on the phone, I say, “Sorry, wrong number” and hang up and try again.
So, how long have these 3 been on the Chicago Police force?
