The FBI and Seattle authorities were investigating a Nevada man who was arrested after he was spotted on the University of Washington campus in a stolen truck carrying multiple explosive devices, stolen firearms and body armor, police said Thursday.
The man was arrested a few blocks away after a police pursuit near Seattle Children's Hospital late Wednesday, said John Vinson, chief of the University of Washington police. He gave no further details of the pursuit, but he described the arrest as "high-risk."
Justin Miles Jasper was arrested early Thursday and was being held without bail in the King County jail on suspicion of possessing an incendiary device. Jail records gave no age or hometown for Jasper, but Vinson said the suspect was 21 years old and from Nevada.
Vinson said investigators "have no idea what his intentions are."

The man was arrested at an address that is a few hundred yards from Seattle Children's Hospital, police said. Inside the truck, investigators found a stolen rifle with a scope attachment, a stolen shotgun, body armor and multiple incendiary devices, which police described as "very well made" Molotov cocktails.
Asked how many devices were in the truck, Vinson said, "Multiple ... (but) less than 10."

Just a guess, but if he were hanging around the UW campus it might indicate he’s an animal rights activist protesting some kind of research - the UW is involved in a lot of medical research.

That’s what I was thinking too. Many years ago they burned down some agricultural(?) building. Seeing as it is summer break, perhaps he was doing something now to keep casualties low. (You know, kind-hearted animal lover and all).

Just had another thought. Perhaps the UW was just a place to hang out for a bit (another college-age buddy with an apartment, etc.). Then wait for next week for some 90+ degree weather and head over the pass and toss some of those cocktails into the tall brush.
End of August might get away with doing it in Seattle Suburbia. (Whenever I mention the possibility of a suburban wildfire my neighbors think I’m nuts!)

At 10:30 p.m. on Wednesday, July 3, 2013, officers from the University of Washington Police Department observed a pickup truck on campus that was reported stolen out of the State of Montana. Officers conducted a high-risk traffic stop on the truck in the 3400 block of Sand Point Way NE. Officers took the driver of the truck, a Nevada resident, into custody without incident and booked him into King County Jail.
A subsequent search of the truck revealed a stolen scoped rifle, stolen shotgun, suspected incendiary devices and body armor. University of Washington police requested assistance from the Seattle Police Department and the Federal Bureau of Investigation, which have joined the investigation.
At this point, there does not appear to be any threat to the University of Washington Community. This is an on-going criminal investigation.

I was thinking on the 4th of July, he had a bag of Black Cats, Roman Candles, highway flares, and a safety vest, along with a couple of guns he took down off the rear window rack when he traveled out of state, and a 5 gal can of gas, so he didn’t have to fill up in Washington.
