In Bush's case, it was not crisis-driven but (according to what I read) an attempt to explain his policy decisions in general to a punditry that had gotten somewhat hostile to his administration.

I guess Ezra Klein’s Plan A “IRS is a nothing burger” didn’t pass muster. On to Plan B, “George Bush made us do it” or Plan C, “SCOTUS made us do it with their Citizen’s United decision”, or Plan D, “it happened because the GOP didn’t give the IRS enough funding”, or if all else fails, “war on women, racism or globull warming”.
This is the second “Get our Talking Points Straight” meeting the White Hut has had with its captive mouthpieces.
