A hotly contested gun-control law that was passed in 2007 is finally ready to be implemented, Attorney General Kamala Harris said Friday: a requirement that every new semiautomatic handgun contain "micro-stamping" technology that would allow police to trace a weapon from cartridges found at a crime scene.
The law, signed by then-Gov. Arnold Schwarzenegger, made California the first state to require micro-stamping, which engraves the gun's serial number on each cartridge. But the legislation specified that it would take effect only when the technology was available and all private patents had expired.
The gun owners' group Calguns Foundation tried to forestall the law at one point by paying a $555 fee in an attempt to extend a patent held by the inventor, who wanted it to lapse. Gun manufacturers said the technology was expensive and ineffective, and a National Rifle Association lawyer has threatened a lawsuit.
But at a Los Angeles news conference Friday, Harris announced that micro-stamping had cleared all technological and patenting hurdles and would be required on newly sold semiautomatics, effective immediately.
"The patents have been cleared, which means that this very important technology will help us as law enforcement in identifying and locating people who have illegally used firearms," Harris said.
Attorney Benjamin Van Houten of San Francisco's Law Center to Prevent Gun Violence said the announcement should send a message to other states, the Obama administration and the gun industry that "this is the future and it's really critical to helping law enforcement solve gun crimes."
Implementation of micro-stamping "moves California to the forefront of the nation in combatting gun crime," said the law's author, former Assemblyman Mike Feuer, D-Los Angeles, who attended the news conference and is running for city attorney.

Will this be required on revolver firing pins as well?
Not a single weapon should be sold to any California government agency ever again. They should be boycotted by all manufacturers.
LEOs are exempt. It is not required on revolvers.
I have changed out ALL of the firing pins on 1911s....not particularly difficult at all. If this were to be implemented I’d buy and unmarked replacement for all my pistols. Even for this crappy pushed in transfer-bar safety firing pins on revolvers they have now. For that matter, even most of the real firing pin revolver pins are replaceable.
This is really a dumbass law.

I guess that means these LEOs can’t trade in their service weapons at the local gun stores any more....make a dumbass law without thinking of all the implications - idiots.
They are in a race to get rid of guns before the people figure out exactly whom our real enemy has been for the past 50 years.
Agree....they will have to find mine before they can do that.
Revolvers, unlike those evil and dangerous automatic pistols that kill children, do not spew hundreds of spent cartridges per minute.

Color me surprised! All animals are equal; some are more equal than others.
Even if mfg’s make CA only micro-stamped guns, who the hell would buy one. It makes no difference that this technology is easy to defeat, criminals in CA don’t usually use guns registered to them. BTW, we do have mandatory handgun registration here.
If true that mfg’s can’t issue new SA handguns in CA, this will have huge consequences.
Keep in mind that this law has nothing to do with crime. It’s sole purpose is to strip our 2A rights.
Every new California gun should be sold with an emergency replacement pin taped to the stock.
I thought it was thousands of rds per minute. At least that’s what I thought they said when addressing “spray” firing. Didiots! Now the bad guys are going to have to spend an extra few minutes policing their brass. Oh wait. They don’t care about the law so I’m kinda doubting they’ll be obtaining weapons with micro stamp technology. Don’t cry for me kalifornia.
Obama Administration to Sign U.N. Arms Trade Treaty “In the Very Near Future”

As we reported last month, on April 2, the United Nations General Assembly voted 153-4 to pass the Arms Trade Treaty, with the United States voting in favor and several countries abstaining. The vote in the General Assembly pushed the treaty process forward after negotiations twice failed to deliver on the goal of developing the treaty by consensus. The Obama Administration is expected to sign the treaty soon after it is opened for signature on June 3.
According to a May 16 Amnesty International article, a senior US diplomat—Assistant Secretary of State Thomas Countryman—has confirmed the U.S. government will be quick to sign the new treaty. According to the article, Countryman said
What I really like are my revolvers that use the moon clips is you can throw all six in your range bag. The only bad thing is de-mooning them later, but I’ve got a good setup for that now.
All that spent brass can be saved and resold. Much much easier than sweeping up the brass you leave at the range.
I think I will collect .38 special brass at the range to scatter randomly around the city just to confuse the police.
Make sure you include some brass microstamped by the personal weapons of police.
Treaties have to be confirmed by two thirds of the Senate. Not going to happen soon.
